Philadelphia PA, Please Help A Sista Out Looking To Relocate There.?

Hi, I'm currently looking to relocate to Philadelphia Pa, I'm 22 years old and have a 1, 2, and 3 year old. I'm trying to get into Job Corp, and was wondering if anyone new the phone number or websites for any resources that can help me get on my feet such as child care assistance, housing, and apartments that are cheap but in good neighborhood, also if you know of any shelters (just in case things don't workout).
