Where are the best places to live in Philly?

I'm going to be moving to Philly this August to attend Temple University and I heard it's pretty ghetto around there. But I'm pretty broke so I can't really afford much. I currently live in the ghetto in NY but I do want to improve on my current situation a bit. Are there any decent places to live in or around Philly that aren't too pricey?
