Center City is nice, but expensive. You could check out near the Art Museum, or in Olde City (very expensive also). There are quite a few "velvet-rope" clubs on Delaware Ave., but you don't want to live on Delaware Ave (I think it's actually call Columbus Blvd. now, but I'm not sure...everyone in Philly still calls it Delaware Ave though). Manayunk is also pretty nice and there a quite a few clubs within walking distance, but it's not in Center City.

University City is where you'll find the age group closest to yours...18 to 25. There are two colleges within walking distance of each other, plenty of bars and restaurants (more open every week) and it's easy to get downtown by subway or bus, a short walk or even just a $5 cab ride. You aren't going to find anything remotely similar in Philadelphia's nightlife like you would in Miami though. There are a few clubs, some higher class joints and all, but for the most part, Philly's just a drinkin' city, not so much a party-til-dawn kind of place.

Doesn't it depend on *where* you go to college? (Old City has the best nightlife, if you go to Penn/Drexel then you could live near Rittenhouse, sort of in the middle, if you go to Temple you could try Northern Liberties maybe.) (Unless you want to live in Old City itself, which would be a little pricey for a college student and give you a solid 30 minute minimum commute, depending on where you need to get to).
