What area of Philly is Loretto Avenue & Van Kirk Street (right off of Roosevelt Blvd)? Is this a safe area?

I am moving here from New Jersey and am not too familiar with the area but was told it is a decent area (North Philly?)

Answer:
"Oxford Circle" is Not North philly. It's NE Philly Near the Thunderbird bowling alley. THe area is called Oxford Circle due to the traffic circle close by. Mixed area today, It's Ok. As the lower NE goes.

It's North Philly. It's primarily African-Amercian, so I know some people of other races may or may not feel comfortable with that. (I'm not being racist here, but I knew a guy it really bothered so I thought I'd mention it.)
