    Hard to say for sure, but from the way the Mellon Bank Center appears to the left of Liberty Place, I would say that this is somewhere south east of City Hall - maybe around Columbus Boulevard near Delaware Avenue.

My guess would be the Fitler Square area, Gray's Ferry, Naval Walk, G-Ho, etc...that area. It looks as if you're looking ESE. 30th Street Station would be to the left of the photo, the Ben Franklin to the right, and unless the angle is weird and it's hidden, the Comcast Building would be in the center, but in the back, somewhere in between the Melon Building and IBX.
