    I went to NYC in December of 2005 and the ferries were running then. We went out to see the Statue of Liberty. Just be sure to bundle up because the wind was fierce out on the water.

i would guess so. idk how the statue of liberty could be closed because its not open for people to go inside.

Yes. Current Park Hours: 9:30 am - 5:00 pm. Hours are adjusted seasonally. Liberty and Ellis Islands are open daily except December 25th.

Yes they are open in dec. Last ferry leaves Battery Park at 345pm. Last boat picking up from Liberty Island/Ellis Island is 5pm.
