Did they ever re-open the very top of the Statue of Liberty?

The "crown" part that is, with the vertical windows? Did it close after 9/11, or was it closed even before that? Also, how high can you go up in the Empire State Building these days? The very top?

Answer:
No, you still can't go all the way to the top, which they closed after 9/11. They do give out monument passes to people who have reserved tickets to the Statue which allows you to go up to the top of the base --- 186 steps -- I know I counted as I climbed it in July. It's a wonderful view. We went to the top of Empire State Bldg. in July.
