    Most of the outdoor pools are either public or totally private but there are a couple you can go to. The following rooftop pools have retractable roofs or walls but aren't completely exposed. The hotel pools are available by day pass ($35-$50) but the first one is a membership pool http://www.mphc.com/facilities/fac-pool.html http://www.parkermeridien.com/gravity The only true private outdoor pool open to the public that I know of is at the midtown holiday inn. You can buy a day pass there for around $40. http://www.ichotelsgroup.com/h/d/hi/1/en/hotel/NYCUP/amenities The Gansevort Hotel has an outdoor pool but I am not sure if you can buy a pass to it or if you have to be a guest or rent out the whole facility for a private party.
