    Not likely--it was given to us by the French to commemorate the centennial anniversary of the Declaration of Independence--on July 4, 1876, long after the Civil War ended slavery, and even longer after slavery was ended in New York and New Jersey. And that's just when we got it--we didn't raise enough money to build the base for it until the 1880's.
