You can strike up a casual conversation with just about anyone. Just tell them you're new in town and you're trying to find out more about the city, the good places to shop, etc. People love to talk about what they know about the city, so just let them talk. Ask them about the best place to hang out, the best beach, the best place to buy books, anything. People love to give their opinion. It's the reason websites like Yelp and, yes, Yahoo Answers are so popular. It's the same thing with bars. Get to know the bartender. They usually know all of the regulars and if you get into a good conversation with them, they'll introduce you to the regulars who in turn will introduce you to other people. But if you're as cool as you say you are, you'll have no problems making friends.
