Is Kerala a safe place to visit?

Place to visit for a short trip during this monsoon (other than kerala), in India?

  • Since I went to kerala this Jan itself, can someone tell me a good place to go to in this monsoon with friends other than Kerala. Would Goa be a nice place? Our budget is Rs. 10k/person.
