Luggage allowance for flight between U.S. and Singapore with stop over in Hong Kong?

Hi, Check-in luggage allowance between US and Singapore is 2 bags of 20Kg or so each. But it seems that this allowance between Hong Kong and Singapore is just 1 bag of 20Kg. So if I fly Singapore Airlines from US to Singapore, and want to stop in Hong Kong for a few days, would I be charged for excess luggage for the leg between Hong Kong and Singapore? Thanks in advance.

I would suggest just using one piece of luggage up to 20kg from the USA or expect to pay excess baggage.
