Priceline cancellation fee?

  • So my friend helped me cancel a flight booked through Priceline and he's saying that there's a $15 cancellation fee? Last time I remembered I was able to cancel a flight through priceline for a full refund. The flight that he helped me cancel was from delta airlines but don't they have a 24 hour cancellation full refund policy? I searched the both priceline and delta websites for cancellation fees whatsoever but I just couldn't find a $15 fee for cancelling a flight. Is he lying to me?
