Answer:
if this is a passport renewal and you have your old passport, then you do not need your birth certificate. If this is your first passport, then you will need your birth certificate and potentially other documents In both cases, the passport office offer a one week service and a one day service, quite expensive as a passport is about £77 but on a one day service it would cost about £129. If you need a birth certificate then go to the GRO website, register and then order your certificate, again they have an urgent delivery service which will take two or three days. If you go to the three sites listed below and act quickly the you should be OK For help, call the IPS Passport Adviceline on 0300 222 0000. The Adviceline is open: - 8.00 am to 8.00 pm Monday to Friday - 9.00 am to 5.30 pm weekends and public holidays

You can obtain a certified copy of your Birth Certificate from the Registrar at local Registrars Office. They will write out a copy for you which costs £7.50 This can then be sent with the application.

You say you need your passport in 4 weeks - how long have you known you will need a passport! You have left it a little late and it will cost you now! You need to get your birth certificate from the GRO - for urgent requests they do charge quite a bit. Whilst you are waiting for this, you can get a passport application form from the post office, fill it in, get the photos done, get them endorsed (the form will tell you who can do this). Once this is all done, you should then have receivced your birth certificate. Take the whole lot to the post office (not a local one but a main one) and they will check it for you and get it to the passport office pronto. Normally it takes about a week to get your passport back. However, if you live near the passport office (again, the addresses are on the form) then you can take it and get the passport there and then (cost will be about £130). If you leave it late then expect to pay!!
