Is Impact Worldwide a SCAM?

Is this user from ebay scamming me via bay / UPS Worldwide saver shipping scam? From U.S to Phil.?

First Of all I already asked this question on YAHOO ANSWERS, I wanted to ask it again because I have more to ask. Ok so I wanted to buy something from ebay and want it shipped via UPS WORLDWIDE SAVER from U.S to Philippines. I know it only costs $95. Ive read its able to ship 10-25 kg but my item only weighs 8 lbs. And yes i have tried UPS WORLDWIDE SAVER before and i have no problems with it. Now the seller says the cheapest UPS he can find costs $216.91. My question is how the heck did that get to that price???? Is he scamming me? My additional question is this: The user emailed me back a week later and said this: "Worldwide saver is based on weight. If We were to ship 3 pounds the shipping cost would be $135.66" - it says on the UPS website that it can ship up to 10- 25 kg for 95 dollars (take note that the waTch item sold is by pound so 1 ITEM =1 POUND = $11.99) So he said 3 lbs so 3 items is 11.99 X 3 = $35.97 35.97 + $95 (cost of UPS WORLDWIDE SAVER ) = $130.97 = SO WHY IS HE ASKING $135.66??
