Is verification certificate "annexure-F" compulsory for applying passport under tatkal scheme ?

hi,i want to apply for a reissue of passport under tatkal scheme. can any one tell me that VERIFICATION CERTIFICATE "ANNEXURE-F" is compulsory or optional for applying under tatkal scheme,even if i have the necessary 3 out 14 documents given in the passport website list. iam going to apply in chennai RPO. some say it is required and some say its optional. but thproblemem is to get the verification certificate signed by the dignitaries is not that much easy and i want my passport in 2 weeks. have anybody applied in tatkal scheme, plz help me.....thanks in advance....

In this case you should apply through passport agent. Your problem will be solved with their guideline and in time.Also it takes a long time if you apply individually.Agents services are prompt. So you go through proper reliable experienced agent.
