How does priceline's name your own price work?

i put in $1 for a flight to vegas just to see what it would come up with and it showed $17, is that true? i'm so confused by this because i don't know how it could be that cheap especially when on a regular website it's about $400..someone please explain that process to me, thanks! 3 weeks ago what i'm trying to understand is.. i just put in $1 to see what it would say but then it offered $17 a ticket, so does that mean you can actually get one for that or after i hit buy a ticket now will it give me a different price..?
