What is needed to travel from mexico out of the country?

my brother recently got deported and i was wondering what is needed from him to travel from mexico to the united kingdom? would he be able to travel or will his criminal offense from the united states prevent him from doing so? Does he need a passport and visa etc?

He must have a passport to travel to the UK. He does not need a visa for a visit of up to 6 months. See site below. The UK does screen for criminal offenses, but I just don't know if this would show up. Best idea might be to call the British consulate and ask. You do not need to give any names.
