Here are the official requirements for taking a car to Mexico for tourism purposes... http://portal.sre.gob.mx/consulados/popups/articleswindow.php?id=75 Please note: Mexican auto insurance for American tourists only gets you a translator to tell you how much you owe for the accident. Accidents are illegal in Mexico (no matter who is at fault)... As a foreigner, you are always at fault for any accident you are in.

Depends on where you live. If she has to register her car for the mainland it will cost about $45. Along the border or Baja it costs nothing. What does cost is auto insurance which would be stupid not to have

Dosen't cost anything, but you must purchase Mexican auto insurance because your auto insurance will not cover you while you are in Mexico. http://www.mexadventure.com/?src=overture

The $500 is if she sells it... If she is just visiting, she just needs a vehicle permit and pays a few bucks for it... can get it at the embassy in her city or at the border... I STRONGLY suggest to get insurance coverage for when in Mexico, it's come in REAL handy several times when I went...

No, not if she drives across the border in CA.

If your mother live in Baja California ( Tijuana, Mexicali, Ensenada, Rosarito or Tecate, Even San Luis Rio Colorado Sonora, then you don't need nothing, you don even need and Insurance, its is recommended that you purchase one for the day that you will be staying in Mexico, but not Mandatory, will cost you and average of 20 USD Per day, maybe less. If you are Traveling further then San Luis Rio Colorado, then you need to get a permit and deposit a bond or an open voucher on you credit card, this permit will be for six month and can be renew. Here its more detail on that.... http://portal.sre.gob.mx/consulados/popups/articleswindow.php?id=75, this its a very easy process has long has you have the documentation (License and registration and credit card if not using cash under the same name,) you shold stop in the port of entry to Mexico, and there should be an office to get the permit. if you don't return the car to the US in the 6 months a charge will be made to you card, or the bond will not be return, regarding you insurance ask your insurance company in the US if it covers you in Mexico Border Town's, 21 century covers 50 Miles inside Mexico, on occasionally visits.
