  I'd say the Riu Caribe or Riu Cancun would be your best options at a nice price. Both All-Inclusive with Great beaches in Cancun, good location, nightly entertainment, pretty good food, DRINKS and a Disco at night. You also get to use the facilities at both when you book at one (they are a few resorts apart). With 18 people you'll have a little more variety and easy access to town. With so many people I'm sure you're looking for a value. I have booked on http://www.deals2cancun.com because they give you a 10% rebate. They also sell all air and hotel packages with free roundtrip transfers from the airport. If you don't want to book online I'm sure you could call them and they might give you the rebate even if you book over phone (or maybe even get you a better group rate without rebate!).
