What are the best and the worst areas of Buenos Aires?

Where is a better place to live:Buenos Aires or Santiago?

• I am American and I plan to live overseas. I am not a jobseeker, I am retired. But I want your oppinion from those Americans whom lived in both cities: AMERICAN FRIENDLY: What country is more pro-american? AMENITIES: Subways, pedestrian malls, easy access to services? SERVICES: Banking/ATM and health System. Where is fast and less bureaucratic? OUTDOORS LIFE: Natural vistas, Mountains, beaches, parks, casino and driving distance resorts nearby? CLIMATE: SUMMER: BA is stormy hot in summer (High costs on A/C) while Santiago is sunny, temperate and breezy (No need for A/C). Winter: I've read that BA rains all year around, while Santiago only rains in the winter. BA has more temperate mornings, while Mornings in Santiago can be freezing 6 months a year. POLLUTION: Buenos Aires suffer from Odors and Water pollution while Santiago suffers of weather-based smog in Winter due hazy lack of ventilation, cold air, mountains. LAW & RULE: Chile seems far more stable and open than Argentina. Both are democratic. SECURITY: What areas are safe by night? PEOPLE & PERSONALITY: Where People is more attentive and less rude? COST OF LIFE: VAT tax? Food? Services (Electricity/Internet)? Imported goods? PROPERTY: What is the average cost of a new studio-room Condo/Apartment in downtown? So for rent? RECOMMENDATIONS?

  I am Brazilian, I only know the two cities through they travel of tourism, I prefer Santiago of Chile, the Argentineans are more unstable economical and in his politics. Chile after the military dictatorship found a stability that is envied in the whole South America. The Chileans have commercial agreements with the United States, while the Argentineans don't get to establish good relationships with it USA.
