    I agree with 02's answer. However since I don't remember Carazo's government because I was very little, I can tell you that the Abel Pacheco's government is the WORST I've ever seen. As a human being, he is a good person, humble and funny, but as president he is really stupid and inapt. He has made the worst decisions and the government has been a complete chaos. At this moment, it's almost impossible to have a good living here in Costa Rica, everything is extremely expensive.

If you mean HOW his goverment is? His goverment is considered by many as the second worst goverment ever. The worst was Carzo´s goverment (1978-1982)
