    The Schengen area is mostly within the EU, with only a few countries that are outside the EU. The EU is bigger and has more different languages. If I were you I would google for the Wikipedia pages for the Schengen zone and for the EU in your case and compare the maps. This is as much as I will do for what looks like a homework question.

I fully support Willeke's position stating that we should not provide homework help unless it is asked for in the appropriate section of Y!A. However this was really an interesting question and let me just provide an add-on: Having heard it at first I would also have thought that the EU has more official languages than the Schengen countries since most of them are within the EU. However if you check you will find that it is the other way: The EU has undoubtly 23 official languages. http://ec.europa.eu/education/languages/languages-of-europe/doc135_en.htm .. Now we just need to deduct the languages of the EU countries which do not belong to the Schengen agreement: Bulgaria, Cyprus, Ireland, United Kingdom, and Romania. We can deduct Bulgarian, Irish, and Romanian. We can't deduct Greek of Cyprus (spoken in Greece) and English of the U.K. (spoken in Malta). Hence we have 20 languages left. Now we need to add the languages of the countries which are Schengen members but do not belong to the EU. Those are: Iceland (Icelandic), Norway (Norwegian and Nynorsk) and Switzerland (Romansch [in addition to the 3 others]) and we have 24 languages in Schengen. ○◘○◘○ Added: With my apologies to the Luxembourgians I have to acknowledge that I have missed their national language, hence there are 25 officail languages in the Schengen zone.
