  I am afraid that if you skills/education only extend to office admin, then realistically you are not going to find a job in Europe - and any agency that tells you otherwise is likely a scam one after your money. Europe is also in a recession in many countries and the job market contracting. Then for the positions that are available in the EU, all EU passport holders (with exceptions of Romania & Bulgaria) are able to move freely and work in each member state. However a non-EU passport holder such as an Indian is not able to do this. If you do find a job, then the company has to apply (on your behalf) for a work permit, and they have to prove that this position cannot be filled with anyone else from the EU. This is not an easy prospect and for office admin - nigh impossible as there are many business admin graduates with experuience to fill such positions (especially as the domestic language of the position is not in English in the majority of countries). Only if you have specialist skills e.g. in specific IT streams is it likely that a company will invest the time & effort to employ a non-EU national. Indeed many companies now stipulate as mandatory that any potential candidates must already be eligable to work within the country before applying for the job.
