No way, the drawbridge is UP. Which country is best is of academic interest only. To work anywhere in the EC you need a work permit. To obtain one you need exceptional skills and experience such that none of the 30 million plus unemployed Europeans can't fill the vacancies. Without a work permit you will be denied a residence permit as well.
