What is the best place (country and city) to live in Europe IF YOU IGNORE EMPLOYMENT?

I work offshore and can live anywhere in Europe. I'm looking for a new place to live. What is the best place to live when you consider weather, ease of social integration, culture, language (I speak English, Spanish and French, plus a bit of Swedish/Danish/Norwegian), cost of living, etc? And WHY?

Depends on what you value. I like nature, peace and quiet and I think I'd settle somewhere in rural south-west England.

Probably Spain, Costa Brava, more specifically. Great climate, Barcelona is within reach, beautiful nature, and not overly expensive
