Answer:
Italy! Italy! Italy! Take a train from Venice to Florence to Rome. We did a pub crawl in Rome and its one of my fav memories. Get a rail pass before you leave. (cheaper). You can find hostiles as soon as you get off the trains. Don't pack anything valuable. Cinque terra is another fab place for young people. Great beaches. Have fun. Keep up with your passport and stay safe!

Well... don't be surprised if most Europeans speak and write better English than you do. Amsterdam.. you have to be 18 to get stoned. Booz, most european countries have a 16 year limit for beer and wine, 18 for stronger stuff. Paris... classy comes with a hefty price tag there. Not that much of a party destination. Germany.. a whole country instead of a city? OK... Hostels.. anywhere between 25 and 40 euros a night. Count on sharing facilities and possibly sleeping in a dorm. Hotels, anywhere near a city centre you can easily double that. Eating and moderate drinking you can easily spend 50-70 euros a day. Entry to a tourist attraction, anywhere between 5 and 15 euros. See if there's any package tours to ibiza or Salau, both favorite destination for kids like you.
