Most of Europe has signed the Schengen treaty which makes it very difficult for anyone from the USA to get a work permit. To be honest No. There are over 30 million unemployed across the EC and EC law requires potential employers to recruit within the EC first. Only if none of them can fill the post do you have a chance. You are at the back of a very long queue. No job = No work permit = no residence Permit. .

Yes, Europe isn't one country. Apart from language issues, unless your occupation has a skills shortage in a particular occupation it is almost impossible for a non EU national to live and work there. There is a massive recession on at the moment.
