How to tell my parent i want to go to england as a foreign exchange student?

I need help to convince my parents it would be good for me

Well doing an exchange program is not an instant decision. You should do your research from where to stay, cost, school and what not. It will be a great cultural experience but do your research first and then talk to your parents and bring all the research you have done.
