• I have a friend . He is from Ethiopia (east African country). He entered Russia before 7 months for education using a student visa. After 12 days his visa will be expired. While he have an excellent result on his educations his university located in Russia ( perm city) told him to change university. The main problem is other foreign students make some problems and they do not come to their hostel in time. But the university directly decided to all foreigners to leave the university. As a result more about 14 students 3 from Africa from china 4 and from Azerbaijan .....Finland leave the university. As a law in Russia if you are a foreigner student if you want to change university even the new university is near the university that you currently studying you have to go out Russia and again you have to came with a new invitation from your new university. All the students can not do this . The two Africans direct send their educational documents and got invitation from Ukrainian university and they already went there. But the one that i am helping him who is from Ethiopia haven't any money now for his new invitation and for air ticket. Even in perm city he payed all his university payments studying and working. He works in one Internet service as a programmer. But now he completely loosed his ability. He can not return back to Ethiopia . Because while he was there he was one of the university students. And because of the political situation in Ethiopia now if he return back they will arrest him! because he crossed the border of his country and entered to Sudan illegally. We described all this problem to the dean of the university , but the dean office told us that the person is also valuable and important as foreign students for the university but once the administrator decided he can not solve it. Finally now the only chance that we have is to report him to United Nations High Commissioner refugees. ! But since we leave in perm we don't know the rules and the ways to their office in Moscow . we searched in Internet but no more and full information. So now how to report him to them? Is his visa and his documents especially his visa and his passport required for the UNHCR. Because yet it is with his university.
