Please help!!!. A Russian man is in desperate need of help, materially, medically and psychiatrically.....?

I have contacted the local consulate in the city where I am now. I am currently located in Cebu City, Philippines. The capital city is Manila (where the Embassy is). I went (to the local consulate) and explain. The Russian Citizen does not want to go there personally for obvious reasons. Therefore, I went there on his behalf. Now he is doing crazy things like stalking my mother at the mall and asking for money. I gave him money before, but I told him that this is just temporary and he has to find help from Russia or call the embassy. I do not want to report to the police about the stalking and extortion. Why? This would make his situation worse. I understand why he did this, because he is desperate. But this behaviour is starting to cause problems in my own family. His situation is already miserable, and he has a tumor on the lymph nodes. We are doing our best to help him. He choose not to go back to Russia for some reason in spite of my advice and persuassion . I would like the Embassy to help him in anyway, at least contact his family or arrange temporary shelter. I could not host him since he is mentally and emotionally unstable. It would pose danger to my family. I rented an apartment for him but I cannot continue doing this since I have my own needs and my kid's needs to take care of. The consulate after 2 weeks did not give any feedback. Now, I wrote an email to the embassy, since I could not get hold of their hotline number, and probably would not get a reply. Is there somewhere I could write or address my concern at a governmental level, like the МИД? He needs to be hospitalized in Russia urgently. This maybe a third world country, but hospitalization here costs a lot, compared to Russia. I don't have the extra funds to pay for his hospital bills, so I'm contacting charitable organizations. I'm very worried of his psychological condition especially. He threatened suicide several times. I explained this to the consulate, but unfortunately the consul in Cebu City is only an honorary consul, with no real diplomatic function. However, it is her duty to assist Russians in distress. This lady unfortunately only cares about money and she is not Russian to start with. How could the Russian Embassy put a non Russian in this position. I know they get funding from the government, even if it's just an honorary consulate. Please help. Please tell me which agency I should contact in Russia. Thank you in advance for your help.

If he is there and his visa is most likely expired, I would go talk to the local officials in Manila. Russian embassy cannot do anything unless he comes forth on his own or gets arrested in that country. If Philippine officials know someone is bothering you or causing havoc they will most likely take care of it by deporting him back. This is your best option.
