What is the basis of the problems that Russia is having in Chechnya and Ingushetia?

Was Anna Politkovskaya right about Kadyrovs and Chechnya? Are they loyal to Russia while they're getting paid?

    When Ramzan Kadyrov was asked by journalists about his republic's financial sources he answered" "I don't know where money comes from...Allah gives us money". With the Chechnya's more than 90% budget paid by federal Russian budget it's clear that Allah's name is Vladimir Putin. Putin still doesn't understand that colonies are VERY expensive toys. It's inevitable for Russia to cut off absolutely useless Caucasian republics, including Chechnya. I personally don't think that Chechens will turn against Russia when independent. I mean that with skillful Russian foreign policy they could be made busy dealing with their neighbours.

No,they can't. 60% don't work over there and live on a support from chechenian budget,those which gets money from russian federal budget(95%). So they will turn against Russia if it'll happen. I think only a wall "Gaza strip style" may save situation and visa regime.
