How long does it take to get a russian tourist visa?

without expediting the visa...i'm planning to go around christmas time. how about the easiest way to get a tourist visa...get your friend to send a 'letter of invitation' to get a private visa or... just go thru a travel agency, get your itinerary, hotel, flight, etc...then just nix the plans and just meet your friend there? thanks...any help is appreciated!
