How to send money to moldova with out bank account details and pls suggest me options other than western union

• I live in India & I want to send money to my brother who is in Moldova at present & I need to send him money but thru Western Union we dont have the option of sending money from India, and my brother does not have a bank account in Moldova neither an ATM card of any Bank.
