  Shi En is the Legendary Six Samurai Synchro monster (Not Great Shogun Shien, which is different). It requires a Warrior-Type Tuner Monster and a "Legendary Six Samurai" monster to summon. Kageki + Kagemusha acheives this quite easily. You're effectively playing 17 monsters since Shien's Smoke signal, Reinforcement of the Army and Gateway of the Six all search for them. If you feel the need to go up to 13 actual monster cards, then another Grandmaster can be added. There's no requirement for more than 13. There are no problems with numbers of tuners for the same reason. Kagemusha can be added to your hand by any of the Search cards should you need it, which means you're playing as many as 7 copies... hope that helps.
