How would I get satellite in my whole apartment complex?

How much does it cost to get broadband via phoneline and satellite tv in Russia?

Preferably always on broadband. Not dial up. If someone just bought a regular satellite dish and hooked it up on say the balcony of an apartment would you get English language tv channels in Russia? I guess you can also get English lanuage tv via a cable provider (non-dish)? Can you get internet via on of those little portable modems that you plug into your laptop? Any idea of the prices? Thanks
