Answer:
You can apply for a Schengen visa from SIngapore if your residence permit for SIngapore is still valid for at least 3 months beyond your planned departure from the Schengen zone. The application must be addressed to the embassy of the country in which you plan to stay for the longest time (main destination). Should no main destination exist, i.e. you plan to stay for equal time in several countries, it will need to be lodged at the embassy of the country in which you plan to stay at first (not arrive at first). The application requirements may differ based upon the country you apply to. In general you must show that you: • have sufficient funds to cover the travel (or can provide an affidavit of support by a host) • plan to leave the Schengen zone after your visit (certificate of enrollment by your studying institute and a statement when the next term commences, return flight ticket reservation) • are adequately insured against sickness (travel/sick insurance which covers hospital treatment and emergency repatriation at a value of at least 30,000 €uro, valid for the planned stay + 15 days) • have adequate accommodation (hotel reservation, tourist tour booking, invitation of family/friends residing in the country you apply for the visa). Embassies/Consulates accepting Schengen visa in Singapore are in several cases also acting for a visa issue on behalf of other Schengen countries based on agreements. Those countries are listed in parenthesis. In Singapore you can apply for the visa at the Embassy/Consulate of: Belgium (Luxembourg), Denmark (Finland, Iceland, Norway, Sweden), France (Austria, Greece), Germany (Portugal), Hungary, Italy (Malta), the Netherlands, Poland, Spain (Slovenia), Switzerland. http://www.embassiesabroad.com/embassies-in/Singapore ..

Go to the embassy of the country where you plan to enter the "schengen zone" and apply for one. edit: btw. be prepared that you will need a lot of documents and you will face a lot of "paper work" to prove (especially because you are this young and from this part of the world) them that you will not end as illegal alien somewhere in europe. You will not get one untill you can prove that you have enought money, a return ticket... and on and on.
