Answer:
The best deal is to get the tickets online in advance and buy them by booking two legs. The Belgium railway website only offers saving fares for the travel part Brussels to Cologne. For the connection in Germany it always asks for the full fare although German saving fares are available. The German railway website only offers saving fares for Intercity (IC) and Intercity Express (ICE) trains, it does not sell tickets for the Thalys high-speed train in advanced booking for the toal destination Brussels - Munich but it does for Brussels - Cologne and for Cologne - Munich. Indeed the fares on the Thalys trains from Brussels to Cologne [1h 47mins.] are higher than Intercity Express fares [1h 50mins.]although the trains are operating at the same speed. The Thalys tickets range from €24.00 saving fare to €55.00 regular; the ICE tickets from €19.00 to €52.20. The travel on regional trains would not make sense; it would take almost the double time and would require three different regional tickets: NBMS-ticket Brussels-Liège [€13.60], Euregio ticket Liège-Aachen [€13.90], NRW-ticket Aachen-Cologne [€16.00]. The standard fare for the Cologne-Munich destination varies between €99.00 and €129.00. The higher fee is levied when the train uses the high-speed track between Cologne and Frankfurt and required about 4:40h total travel time to Munich. €99.00 is the standard fee if the train uses the regular track between Cologne and Frankfurt along the river Rhine valley and takes about 6 ¼ hours. You save €30.00 and can additionally enjoy a good view, if possible take a seat at the left window side. Saving fares for early booking are available starting from €29.00 for both tracks. When you check the Belgium railway website don't forget to change to international travel. Sometimes it helps to look for 1st class saving fares, since they can be cheaper than regular 2nd class tickets http://www.b-rail.be/main/E/ .. http://reiseauskunft.bahn.de/bin/query.exe/en .. You also can buy the tickets at the railway station. The Thalys train has its only stop at the south railway station of Brussels called Bruxelles Midi or Brussel Zuid. The ICE trains stop in addition at the north station Bruxelles Nord or Brussel Noord. The trains do not stop at the Brussels Central railway station.
