How can i become a foreign exchange student in france or belgium?

There is also a possibility for you to just go and enroll in a Belgian or French university. Prices should be feasible, especially if you're from the EU. I know that Flanders only requires a high school diploma for you to enroll, but you do need to speak Dutch for most courses. Not sure how your languages are, but you might also be able to find something in English. If you just want to be an exchange student for say, a semester, then Erasmus or a similar program is indeed the way to go.
