All previous answerers did not carefully read through your question and have offered the useless U.S. passport service. You need to go to the Jamaican Embassy in Washington D.C. or the Jamaican Consulate General in Miami or New York and apply for a new Jamaican passport and an emergency travel document. Make sure that you can keep your old passport since you need the visa and maybe an endorsement on your I-20 form for return to the U.S. http://www.jamaicacgmiami.org/emertaveldoc.html ..

Life or Death Emergencies involve serious illness, injury, or death in your immediate family that require you to travel within 24-48 hours outside the United States. Customers must appear in person at a passport agency for emergency service and documentation of the emergency may be requested. Please call the National Passport Information Center at 1-877-487-2778 (TTY/TDD 1-888-874-7793) to schedule an appointment at the nearest Passport Agency.

The only way to speed up this process that i know of is to go through the US Post office to apply for a Passport. This is a coincidence that i ran into your question, I myself have to leave the country to go to Mexico in 4 weeks. The post office charges a little extra for expediting the passport to 2 weeks but if you contact the national passport agency while going through the application process they would be able to speed up the process. If you live in the UK I do not know how your post offices handle the speed of you receiving a passport, but here in the US the maximum is 3 weeks for expediting a visa for anyone over the age of 18 years of age. If you are under 18 you have to have both parents listed on your birth certificate present or both of your legal guardians present. Email me at [email protected] for more information that i can give you if you live in the US. I can still give you more info if you live in the UK. Hope this helps.

There are several companies that can expedite the passport process for a fee. Some can be done in a couple of days. The link is from a company my brother used and he was very happy with the results.
