  First you can't buy a visa. A visa is only issued to foreigners who require it for tourism or business purposes. You must pay a processing fee but that does not equate to buying a visa. If you have a passport you do not need to bring a birth certificate. A passport states your age and citizenship. Passport can be used to enter and exit the country. Birth certificate is required only for those who are applying for permanent residency. Otherwise, it can stay home. Why would your birth certificate get wet in the rain? An average person would keep it in their bag and in a an envelope to protect it from elemental damage. As long it is an official certificate, legible and has a seal it will be okay. You should apply for residency at least a year before you plan to move. It can take some time for the application to be processed and approved.
