Does an F1 visa and the I20 exempt one from needing a visa to go to Aruba?

I have an F-1 visa and valid I20. I want to go for 5 days in Aruba but I dont know if I need a visa. Some websites state that holders of a valid residence permit (temporary or permanent) from the the United States of America are exempt from the normal requirements. Is an I20 considered a residence permit?
