For someone on a low income, I'm looking for a change and I need to find a city in Ontario to live in that is friendly, safe, clean, and yet, also affordable. What would be the best city to live in and why?

Waterloo It is friendly, safe and clean. If you know where to shop, and where to stay, it can be affordable. The city is big enough to have resources such as public transit, libraries, hospitals and universities, but small enough to have parks and open spaces too.
