Going to Canada to study, then live there afterwards?

I know I want to live in Canada. I am applying for my study permit but it says i have to agree to move back to the u.s after i am done studying. Is there any way I could apply to live there while I'm studying?

You can study here, but you can't stay. As has been said, you can apply, from outside the country, to immigrate here. But, you need a skill of profession in demand in Canada, with relevant work experience. Straight out of school, you won't have that, so it will take some years in any case, assuming you have a skill in demand.

You could apply while you were home on summer break. The idea is that because you are studying here, it doesn't mean that you are eligible to work here. Once you have graduated, you can apply to immigrate under the same rules as everyone else.
