I used Mapquest and tolls going to Niagara Falls from NY cannot be avoided

You're right. All the crossings between New York and Ontario are bridges and require tolls. The toll doesn't go to the government, it goes to the private corporation running the bridge, but it's still a toll.

It depends on what you mean bu a "toll " ? It DOES cost money to USE the bridges that cross the US/Canada border, for sure.The money goes to the private company that owns the bridge. BUT when you are IN Ontario, there is only ONE toll road, the 407 highway, and that is not even close to the Niagara Falls area. Semantics , any one ? Jim B. Toronto.
