How to get pr in Manitoba or Saskatchewan (CANADA)?

i am willing to apply for 1 year PG Diploma in Manitoba or Saskatchewan from India . I have heard that one can get PR in 1 year in that states if yes , then what conditions that PR may have ? (like u have to stay in that states permanently or some thing else ) DONT ANS GOOGLE IT :

You probably won't get offered PR for a one year course. As an international student the course is going to be expensive.

Read through http://www.cic.gc.ca and read the whole site very carefully. Also, no offense, but your English language skills really need improvement. Finally, Canada does not have states but provinces and territories. If you ask immigration officials about Canadian states you will be laughed at.
