While native languages are in decline in many places, even with recent efforts by governments to help, the Inuit often speak their language(s). I am not sure if the numbers are increasing, but I've yet to meet an Inuit person that couldn't speak their language, and for many, English is a distant second, even for young people. I was on a course last fall for people from the three territories, and for the first time, they did not need a translator for the Inuit students. However, some did require assistance, especially for exams, but we had enough bilingual people that were able to help. None of them spoke English as a first language.
