When you leave the United Arab Emirates, the border authorities should put an exit stamp on your visa. Use your better judgement, but you might want to tell them you're permanently moving away at this time. Once you arrive in Canada, your UAE visa will be irrelavent. The Canadian Immigration authorities don't care about what other visas you have; they'll only look at the Canadian one.

It is always advisable to cancel your Dubai Visa because it is a employment Visa. If not the next time when you apply for it you will face some problems. Why unnecessarily you want to take risk? Just cancel it and don't get in to troubles.
