How long does it take to get tourist visa to Canada when applying to Seattle's Consulate General in person?

I am Colombian under H1B (working visa) living in USA and I want to get a tourist visa to travel to Canada Multiple entries. I am visiting Seattle from Feb 12-19 and I want to drive to Vancouver for few days. If I go to the Canadian Consulate within the hours (8-10 a.m.) can I get the visa the same day? If not, after how many days would I be receiving my passport? Please consider the fact that I am Colombian in case it may take additional time and that I can provide a permanent address in Seattle for Mailing purposes. Thanks a lot :)
