If an American is going to visit Canada and buys travel insurace,must he already have regular health insurance?

    Yes anyone can buy travel insurance you don't have to have coverage at home. You are simply buying insurance coverage and it has nothing to do with anything else. There are different plans and you have to check to see what your plan covers. The company you are considering using should have brochures telling you what is covered. Most will have some kind of medical coverage. You do have to declare all preexisting conditions when signing up or you will make the policy null and void.
